Zbur-Authored Bills Signed by the Governor
I am proud to share that Governor Newsom has signed twelve bills into law from my 2023-2024 legislative package. These bills reflect the priorities I set upon taking office, including addressing housing and homelessness, enhancing public safety, combating gun violence and protecting workers’ rights, LGBTQ+ civil rights and access to health care.
PUBLIC SAFETY
- AB 2943 – The California Retail Theft Reduction Act implements comprehensive measures to combat organized retail theft statewide.
HOUSING & HOMELESSNESS
- AB 2525 – Aids homelessness transition efforts in Los Angeles by helping the City store RVs while the people who previously used them receive services and housing.
- AB 2477 – Empowers foster youth to save money – and transition successfully to independent adulthood – without losing benefits.
- AB 1620 – Prevents homelessness by giving tenants with physical disabilities who live in rent-controlled buildings an avenue to move to an accessible unit at the same rental rate.
ENVIRONMENTAL & CLIMATE ACTION
- AB 3 – The California Offshore Wind & Jobs Advancement Act advances the state’s renewable energy goals by catalyzing strategies for job creation and port infrastructure to support offshore wind energy.
LGBTQ+ CIVIL RIGHTS AND HEALTH CARE
- AB 5 – The Safe & Supportive Schools Act equips teachers and school staff with the tools and training they need to support the health and wellbeing of LGBTQ+ and all students.
- AB 2258 – Expands access to critical preventive health care – like HIV prevention medication and contraceptive care – by eliminating cost-sharing for services that are integral to providing that care.
- AB 2613 – Establishes the Jacqueline Marie Zbur Rare Disease Advisory Council – named in memory of Assemblymember Rick Chavez Zbur’s sister – to guide the Legislature in supporting the rare disease community.
GUN SAFETY
- AB 2907 – Protects survivors of stalking, gun violence and elder abuse by closing loopholes in firearm relinquishment requirements.
- AB 2917 – Prevents gun violence by empowering courts to consider evidence of stalking, animal cruelty and hate-based threats when granting gun violence restraining orders.
WORKERS’ RIGHTS
- AB 2889 – Makes labor disputes more efficient, effective, and fair by giving employees of the County and City of Los Angeles the same protections as almost all other public workers in the State.
- AB 1484 – Addresses labor inequities by allowing temporary employees of cities and counties to join bargaining units of permanent employees who perform similar work.

Hollywood Film Tax Credit Expansion
Hollywood is in crisis. Production in California is down dramatically and we are facing an epidemic of unemployment and underemployment in California’s signature industry — an industry responsible for over $42 billion in wages and over 800,000 direct, indirect and induced jobs across the state.
As the Assemblymember representing Hollywood, I can tell you firsthand that increasing the film tax credit is CRITICAL to keeping Hollywood in California.
I recently had the honor of speaking at Governor Newsom’s press conference announcing a proposal to expand the California Film Commission’s Tax Credit Program from the current $330 million annual allocation to $750 million annually.
